That is the 'Barrel Monster'. It is the creation of a North Carolina State University student. He has been arrested and charged with lacerny for stealing some of those bright orange construction barrels from the road. This is Joseph Carnevale's most daring and biggest project ever. Yes he does have other similar projects. Not only is he a street artist, he's also an urban explorer (Exploring all those dangerous urban places such as construction sites, sewers, abandoned buildings and elevator shafts). In my opinion, this should be placed on every highway and is way better than the lame Ops Sikap.
